RE: why are you waving that sword at me sir? OK now for a completely different view.
My Character is Derrick Loadson. If anyone reading this has adverntured with him or just been around him they will understand. Derrick lives for battle and is always armed to the teeth. (he was actually an old AD&D character that I brought back to life in Layonara) He rarely takes off his helmet... He has even been seen pouring ale through a slot in the helm. This has also brought on several RP events concerning his face. There has been two occasions when he removed his helm. All turned into RP. But sometimes I will remove my helm and pull my hood up when in town...
As for armor... he would sleep in it if the rules allowed... so don't expect him to see him trotting around in a robe... its just not his character. He is always armored because he spends a lot of time in the fray. In fact I have run into and adventured with a character that actually stated: "I don't think I have ever seen you NOT wounded" Which inspired more role playing. In fact other characters have been astonished to see me NOT wounded LOL... both events inspired more roleplaying.
Last my swords. There have been many occasions when Derrick has been confronted or questioned about having his blades out... and all have turned into RP. On one occasion a Paladin stopped me in Hlint and asked somewhat sternly that I sheath my blades. We got into a bit of a Roleplay as to why or why not Derrick should sheath his weapons. Derrick being Chaotic Nuetral... may or may not care about the laws. Since he knew the Paladin and did not want to cross him... decided to sheath his swords... and pulled out his tailoring and skinning knife. Then said, "What?!!? I'm gonna go craft." and then made a remark about the Paladin enforcing laws because Garent didn't seem able to. A second time was at the Raffle. Plen told Derrick that he was among friends and could sheath his swords. Derrick was like "what swords?" LOL so you don't know if he was just absent minded and just so used to having them in his hands that he forgot... or was just being a smart alleck. heh Another time the same Paladin was in Fort Hope and once again was on Derrick about his swords... Derrick made a comment about him being the Sherriff and said that he would not sheath his weapons... until other characters near the Paladin... but more goodly seeming put thiers away.
One more thing... that while in some places carrying around weapons might seem threatening, it could be common place in others. I was on an adventure where we were in a dwarf town. Someone said everyone put your weapons away... the Dwarf just laughed at him and said that Humans were funny and asked why they would do such a thing.
So... instead of making it an RP rule... you should RP the fact that someone passes you carrying weapons...
and act accordingly... or if they are talking with thier helmet on.. keep saying.. "What did you say? huh? I can't understand you well with the helm on?
