I have a nice little way of dealing with this in Tom, as a timid child - quite simply, if someone is brandishing weapons at Tom, he will be scared, and not come close, or trust that person.

Also, if that person is Helmed (or hooded such that the face is not easily visible), then Tom will simply not trust them as if they are brandishing a weapoon. For a character like him, who puts little faith in others words, nor has too much use for words himself, if he cant see the face and eyes clearly, you simply wont get him to trust you.
