You have clearly spent a lot of time on this and I thank you for that. We do not have a Bay of Cyan defined yet but I think the location you stated could indeed have something like that. If you would like to work on a few paragraphs and send it to either myself or EdTheKet we will get it in to the handbook as a new area--providing what you send works within the world.
Please keep in mind you are CG--not a terrorist sort of character.....Make sure you RP that.
