That's why we have the ECDQ system. In order to get an ECDQ you need to, and I quote (just so that everyone is aware):

Both of these criteria must be met. Determining if the character meets the second criterion will be done by Leanthar, with input from the GM team. When you pass these criteria, you can have an ECDQ run, and only when you successfully complete that are you allowed to take lvl 21.

(and they've all earned it).
