v5.1 Note - NPCs not there at times when they should be I believe the system that tells them to go places at certain times is failing due to a bug that was causing extra lag (the action queue overflow glitch mentioned elsewhere.)
If an NPC is not where they should be at the proper time of day and you need to see them "immediately" go rest a couple times to get to the next day and they should be there.
I'm working on fixing this and it will no longer be an issue in the next (final) release.
