More to the point, unless you know a business that makes custom action figures cheaply, the cost of tooling a line would not, in any way, be worth what few sales they'd get. (The quotes I can find online for custom action figures start at about $100 apiece. Not much room for the LayoStores to make money there, particularly when so few people even donate.)

This seems a thread that'd be at home in "Just for Fun", but there's no point in seriously speculating over something that's, unfortunately, not economical.
