Certainly, but "better at combat" is a general statement with a general meaning.
In general, a Voraxian with Vorax's blessing is going to make Prunillans and Ilsarans of similar "level" seem less competent in a fight. That only makes sense for a god who is all about battle; his blessings and his followers are going to be more generally useful in any combat situation, not just specific cases. That means they are "better at combat."
