Yep. Those items aren't reserved for you, they're just given priority when your number is drawn. A lot of people would have had the same items on their lists, and first draw has first pick, and the first thing from their list would go. If you were drawn 11th and the first two things on your preference list were gone, they'd give you the 3rd thing on your list. If everything is gone, you are given what is deemed next in the value list.
