Bio/Description:

After taking some classes over the last few IG-years Storold has finally mastered the elven language to the extend of speaking, although not too good, so well that he knows most normal words and can but them together to understandable sentences. His abilities will still need a lot of training before he is able to speak the language as good as most people who grew up outside the elven community do.
Storold will not be using his new ear on any quest-series he is currently on(The hunt) but will from now on be able to understand part of the words that people speak in elven outside this quest and will be able to have a conversation with an elf if the elf speaks a little slow and doesn't use too exotic words.

You are saying you want the ear to 'understand' the language but not speak it correct? From your dev thread there is not much that goes in to studying the language but there is some. I would be okay giving you the ear and you understanding about 60% of what is stated and you RP'ing that in a true fashion, but not speaking it ever in return. Then after about 2 more RL months you would be able to speak it for real IF you continue to develop and rp the development as well as update your dev thread. At that time apply here for 100% understanding it would be approved.

It is ok with me that I wont be able to speak it for now. It also gives me some time to meet some of the elves Storold knows IG and try to rp learning it from them.

That is fine then since you have been RP'ing and studying up until now. Just make sure you do not use it to speak until you are approved for that. Ask a GM in game for the ear.
