Well, this is a long-delayed request but here goes...
Connor has been working toward learning Elvish for at least 30 or so game years. Until recently, this has not been a "studious" effort, but more one of long-term exposure and some practice. I realize this is not terribly well-supported in Connor's CDT, which in part is my fault and the fault of not being able to dedicate as much in-game time to the process as I'd have liked, given the fact that I've not been able to dedicate as much time as I'd like to actually spend in-game. That aside, there's a fair amount of "random" RP toward this end, but I will understand if you're going to require more.
Some supporting info:
* Connor is half-elven, and it came out on his WLDQ that he has an elven mother and lived with her for approximately a year before his family was dispersed and he was orphaned for his own protection. Elven mothers tend to speak to their children a lot, both in the womb and post-partum, so he had exposure to the language at a very young age. He has also recently been reunited with his elven sister after the conclusion of his WLDQ.
* Since he was dragon-called, he's spent a fairly significant amount of time around elves and speakers of Elvish, his partial understanding of the language growing over time and exposure.
* He already speaks dark elvish (I know, odd one to learn first, but there was a reason), which are very similar languages and which share a lot of words that are either identical or very similar.
* He's had to do a lot of reading and research over the years, some of which was written in Elvish and which he's translated...slowly in some cases based on his partial understanding and using references to fill in the gaps.
* Prior to and during the initial attempt at his WLDQ, which got interrupted by my GM's sudden departure, I had spoken to and got a verbal OK from my GM about obtaining the Ear at the end, provided I kept up the attempts at it and RPed an incomplete mastery. Unfortunately, I never pursued the question with Pan once he took up running the WLDQ.
* Lately Connor has asked for assistance from Acacea in helping him with his "accent" (colored from where he spent the bulk of his childhood and also learning dark elvish first), since his understanding and vocabulary have steadily increased over the years, but he still struggles with the subtleties of pronunciation. This has become something of a personal goal for him, as he's recently discovered the truth behind his heritage and he's seeking to become more observant of this heritage and his legacy.
Connor possesses a base 14 INT (+2) and speaks two other languages, though one is a "free" language given as a quest reward, so the Ear for Elven would take up his last available language slot.
I'll welcome any comments and questions you may have in considering this request.
