Ok so, was thinking of a Rofi character and decided to take a look at the Law of Layonara and I'm just a bit confused about something.

 punishable by several years of imprisonment:

Burglary and theft? Ok burglary perhaps as it would likely involve the person breaking and entering and possibly taking many things but simple petty theft? So if a hungry old begger stoll a loaf of bread... he now must serve at least 12 years in prison? :o

punishable by imprisonment for less than a year, forced labor, flogging, or community service:

Vandalism? So... if someone were to say... wreck/vandilize some kind of private or even public property... they must serve less then 1 year? :\\

Am I missing something here?

*Sees a a piece of art sitting somewhere unattended* Hm, thats a nice piece of artwork. *pulls out a dagger- Lets see if we can make it better. *slashes up the painting then gets arrested for it*

*Less than a year later* Yay! I'm free again... but now I'm starving. *wanders to a food stand and snatches up some food and walks away eating it... shortly after gets arrested for it and spends atleast 12 years in prison*

Oh... well... still... vandalism and theft need to be switched... but thats just my opinion... guess I should have continued reading a bit more.

Hm, another question... there any kind of... illegal substances in Layo? That way we can have things like... smuggling going on... witch would ofcourse then be a crime. :p

"Illegal substances", by which, I believe, you are alluding to narcotics, are not the only thing that are smuggled. People, stolen property, items with high duties that someone wishes to avoid paying. Also, weapons and armor, religious paraphernalia, and magic would likewise be contraband under repressive regimes(1).

True... though I was thinking something more... widely (if not worldly) illegal. (Elder scrolls example: Skooma and moon sugar of which I'm thinking is a lot like... cocaine and marijuana) Though I suppose smuggling around a group of slaves would be widely illegal too.

No. It will vary by kingdom/realm. Some will be more restrictive, others may simply not acknowledge it one way or the other, while still others may secretly encourage such substances/practices as a means to an end. Slavery and its (il)legality also falls under this.

Bear in mind, even IRL, there's pretty much no activity that's universally illegal.  And as ScriptWrecked pointed out, something doesn't need to be illegal to be smuggled.  As long as a profit can be made by bypassing government duties, smuggling will take place.

In Real Life(tm), for example, cigarettes are often smuggled in the United States - from state to state, since duties and taxation vary by state.
