so my ranger hit 15th level he has a 16 wisdom but did not get 4th level spells. Was this changed from the book or am I having a problem?

Hmm...with a 16 wisdom, you should have 3 first level, 2 second level, 2 third level, and 1 fourth level spells. If you do not, then you probably have a problem.

EDIT:
Oh, but if it helps, none of the fourth level spells are any count so you are not missing anything.

What's your base Wis?

Your base wis must be equal to 10+spell level to be able to even cast a spell of a given level.  All spellcasters are subject to this.

And... not to pick on the rangers and paladins out there.. well, yes, TO pick on the rangers and paladins out there... It seems like a ranger or paladin posts every couple of weeks with the same question "I'm level X and have X wisdom, why don't I have X spells of X X X."

Never see wizards/sorcerers/clerics/druids with this problem heh

This is one of those reminders that "artificial" stat increases due to jewelry, items and subrace bonuses do not factor into one's base ability score when NWN is trying to determine what spell levels you should have.
I don't know if this is the case or not, but it's something to bring up.
Edit:  According to LORE, your base Wisdom is not 16...nor is it even 14, and is thus too low to support a 4th level spell.

Heh...

Once again bards are ignored...

Bard, The Lesser Class.  The Yugo of D&D.

See everybody get powerful while you still have trouble killing rats at level 10.

Phooey!  Double phooey!

That said, I still love bards.

Bards with displacement, haste, a decent song and a wand of stoneskin are my best friends!  :D

Time to get some of those wands Freldo...

Check, check, check...

A 4th level wand must be a fortune, I'll stick with the next best thing, a mage with lots of topaz dust.  ;)

yep that is it, base is 13, guess I will have to wait for 16th level to get that extra point. Oh and by the way I did a search on ranger spells (all words and as a phrase) and did not find this information.

Well... People playing those classes are smart enough to put at least 15 points in that attribute at character creation!

*coughs* Uh... Though, Allei (cleric) will have that problem when she reaches level 15 and 17. ;)

http://nwn.layonara.com/Ranger

The page for each class has their spell progression charts AND a note about the stat related issue discussed above.

With so few spells, every single one usually counts and is always welcome to increase the poor Paladin or Ranger's chance of survival. ;)
