Okay that is a bit weird. Do the big snakes at shandon's (outside fort gorge) use CS? I thought they did since when I wore a encircling scale my str still got dropped.

I think you worry too much about gear.

And like Dezza said, there's plenty of critters with CS and poison and all sorts of other goodies like that, but we're not going to give you a list.

Non-casters have to worry about gear sometimes when all the spells fail or get dispelled a well equipped fighter is all there is between a clean get away and TPK.

Yeah, but you asked about a specific creature having a specific feat.  Trial and error!  Adventuring shouldn't be a formula.
