Is Johan's Cloak tradable now?

I was wondering since there is no longer a quest for Johan's cloak and the item is not bound to the character if it would be something that could be sold or traded.  It doesn't seem like there is any difference at this point between it and any other cloak except that there are fewer of them around.  I ask because I don't need the one I have anymore and was wondering if I could sell it or if I had to just trash it.

I've seen them traded before.  You just need help from a GM to transfer most quest items which are marked as undroppable.  Full inventory sometimes does the trick too.
