    I'm a new player and I notice that when I rest I only get a partial amount of my health back but I can rest whenever I want to without having to wait. Is this a perk for low level characters or is it just how the system works?

    So being low-level, your character can rest more frequently.  The time between rests goes up as your character advances.

    Also, resting only restores a portion of a character's HPs, which is dependent upon the character's CON score/modifier....and sorry...I forget the exact math used to figure that out.

    1 HP plus your constitution modifier, per level, is healed upon rest.

    The "Whenever I want" changes at Level 4.  At that point, you have to wait your level + 1 minutes between rests.

    There are safe resting areas in various places as well like inns and player housing and a few places in the wild you can find camping areas.  In these areas anyone can rest as often as they like and full HP is restored.

      isnt the level plus one minute after you hit level 10 which is why some casters were having issues with the added minutes instead of the standard 10

      Read the info I linked above.  That explains all the timing.
