Little question

My character Brian has a Heal of 10 according to lore and his level up screen, but in actual game play it drops to 9. He doesn't have anything that takes -1 of heal on him. Is this at all normal?

if his wisdom is 9 or lower it takes a point from him

Shiff's right - Heal is WIS based, so if your base WIS score is below 10, you take a hit to Heal as well.
