Title: cdq @ lvl 10 ?

Been gone a while, Last I was here I seem to recall that we needed a cdq before level 10. Is that still accurate?

that has never been a requirement.

Actually I think you are remembering that we do not want people to take CDQ's before level 10, unless it is a requirement for some multi-class PrC or something like that.
