I believe that only rangers and druids can use foraging. So the feat is still an issue for other classes.

    Assuming an item was going to be used to give martial wep feat, maybie a robe with 100% cast failure and an ac debuff would work?

    If there was a unique tool.. say a hand saw.. that could be purchased at a vendor it would be useful for woodcutting, but useless as a combat weapon. In this example, anyone who might use a saw would probably have mediocre strengh and no access to power attack, so, woodcutting with a hand saw would be a tedious and more dangerous because you'd be  'unarmed'
     The saw of course, could break etc.and need not be too cheap.

    Just a thought..
