When you get the message about the vial sitting heavily in your pack, you are not given conversation options? Do you have a henchman?
  EDIT: There may be an issue with trying the things Talan suggested in the area with the tower. Perhaps in an area just outside the tower would do. *Brainstorming here*

It seems I just must have rushed through the dialog trigger. This time Bjorni chimed in and the story proceeded as it should,
