And also, on the argument that Hempstead is too "good" of a city to have these things, you have to realize, it's not the guards putting them in. Heck, evil runs amock anywhere, and they'll make ways to get in if they can't find them. 'Could always RP it out that way ;)

It's not a good city though, and is a major port of the world. It just tries hard.

that poor pawn broker outside the temple gets the shakedown from thos halflings in the temple every day
she doesnt get to keep a coin in her chest
and they take her goods too and sell them for themselves
