Firesteep's Dock Shop Keeper or ticket-seller, as you might want to put it, still sells the old style tickets that cost 200 gold.

Firesteep Dock Shop Keeper is a smart business man. Stock up on tickets before you get there.

I'm not sure this was intentional but I think I'll leave it, adds an opportunity for RP on economics/supply/demand.
