Ghostwise and stronghearthalfling ESA

Shouldn't it be -2str +2dex instead of +2str -2dex?

maybe for ghostwise, but not for Strongheart.  they are supposed to be stronger than normal halflings, though I am assuming you're refering to the skin applied after the base stat set-up for a halfing (which is -2 str, +2 dex).

This is what is says now
Ghostwise;     +2wis (ESA +2str, -2dex, +2wis)
Strongheart;  +2con, -2wis (ESA +2str, -2dex, +2con, -2wis)
And Standart halfling should be -2str +2dex so something is wrong here, but I don't know what it is.

The ESA is the adjustment that the Layo server makes after you log on.  The standard adjutsments are made in the game when you create the character so every halfling gets the standard adjustments when you assign attributes.  Once you log onto the server the ESA adjustments are made to make the net adjustment right for the subrace.  This is done because NWN doesn't know the subraces that Layo has.  So for example a Ghostwise will get Str added back and Dex taken out and Wis increased after logging on to make the net just a Wis adjustment.  Hope this helps.

 I see it too. The Ghostwise is backwards. They are given a +2 bonus to Wisdom, so their ESA should be (ESA -2 Str, +2 Dex, +2 Wis), but is instead (ESA +2 Str, -2 Dex, +2 Wis.)
  The Strongheart are backwards as well. They are given +2 Con, and -2Wis. Their ESA should be (ESA -2 Str, +2dex, +2Con, -2 Wis), but is (ESA +2str, -2dex, +2con, -2wis)
  So, the basic Halfling adjustments are backwards. They are(-2 Str, +2 Dex).It's not a big deal, but just something that may mislead players a bit when they make their characters, placing unnecessary points in their Dexterity to balance out dexterity reduction, and neglecting the proper amount of Strength because of the bonus.

no no, it's correct, eight and pibe.  Xandor has it right.  because standard halflings get -2 str and +2 dex, the "skin" has to apply a +2 str and a -2 dex to compensate.  that's what the ESA is.
