Moved this to a more appropriate forum.
OK, I looked into this pretty deeply and I couldn't find any reason for it to prefer Deep Gnome over Svirfneblin (or any variant thereof). Eventually I found that the feat was defined incorrectly somehow and wasn't showing up as a choice for any of the Deep races (Deep Gnomes, Dark Elves, Grey Dwarves)...and by extension for anyone, as we sadly cannot restrict feats to subraces.
Anyway, it'll show up again for the next update. I'm not sure where this crept in, but hopefully this will fix it up.

If needed/appropriate, I may entertain requests for relevels to any character of an affected subrace that has been unable to take this feat when desired. Such requests will be handled on a case-by-case basis after the update.
