I took the ship from Lor to Western gate and it brought me to the old one. That is the one with the survivor's camps. I left there via the gate and came back. It took me a while to figure out what had happened. But the transition took me to the newly made Western gate. The one with Jenara's statue. I did this twice to make sure it was not a fluke. It also happened to some others as well.
