Title: North Point Bank Persistant Chest Locked

Description: The Bank Persistant Chest in North Point (Dregar) is Locked

 Location: North Point, Dregar, Central

 Verified: Second time I checked, so likely.

 Reproducable: Tried two times between server resets and all, so yes.
