I am unable to talk to Fizzburr to complete the work he gave me

Is he stuck in defensive casting mode again?
A bit more info on his behaviour would be helpfull.

He is just standing in the corner, it does not look like he is doing anything

I too have tried to initiate a conversation with him, and none of my characters have jobs unfinished or anything like that, he just needs to open up more to people. He's been shut in under Moraken's thumb for too long, he should go outside, then maybe he will start talking again :)

my character has part of a task done and when I click on Fizzburr all I get
is the sound clip "I hear you". That's all-- no dialog or anything.

I don't think this is a bug. I believe the dialogue was removed from Fizzbur on purpose.

I have the contract for work to be completed for 1 electrical resistance 1, how can i finish that?

just trash the contract and sell the resist to a PC. You'll get better moolah for it that way anyway.
It was probably removed because no one (or very few people) were using it as the demand for enchantments and resistances is high enough that most of the product can be sold to PCs.
The craft that needs a contract dealie like this is lesser jewelry making. Back when I was making copper rings and amulets I made soooo many for practice and trying to make exceptional elemental ones. I ended up with like three or four boxes of assorted copper rings... and while I acctually sold quite a few to PCs, I eventually sold several boxes full of rings to the pawn.

This quest will not be coming back. There was an exploit on this quest and we ended up banning someone for doing the exploit many many times. We removed the quest because we just did not have time to fix the whole exploit problem that it introduced.
