Found goods

On several occasions, my fledgling character has gone to various crafting workstations to hone his skills in one craft or another and found CNR apparently left on the station by persons  unknown. Twice I have found goods that were way beyond the ability of my character to normally acquire or possess. In every instance, there were no other player characters even remotely in the area. In these instances is it "finders keepers ?" , or does some other policy or procedure apply ?

I believe that if no one shows up after some time, the "finders keepers" rule applies, since the crafthouses are public ground and not player houses, so that isn't considered theft.
 
 It's the player's responsability if they leave their items behind, no matter how valuable they are.

That tends to be what I do, actually. I go bathe a bunch of minerals, keep what I like for myself, and dump the rest on some gem-cutting/crushing table for someone else who can use 'em. Turor takes pride in not having 'gnome hands'.

9 times out of 10 if something is left on the CNR station.The person who left it didnt want it and figured some lower lv crafter might find a use for it.
Sin'Dolin Drops it near the Station if people are in the craft hall hoping one of the people there will use it.

The problem with this is that it causes server lag.  Any "inventory" or item left on a ground causes server lag.  I would much prefer (MUCH) if you took the few extra minutes and just throw them in the trash.  It just takes a little time to clean up after yourself and it will keep the server a little less laggy.  So...please, take the extra time and trash what you do not want.

Er... I didn't leave them on the ground, though. I ditch old gems and tin ingots and stuff that I just can't use in the CNR thingies. Like the forge, etc. So that people can, well, find 'em and have like, a present.

But because the server stillhas to register that they are there, it causes lag.

That is why the trash-cans delete items put in them, and why there are no more player vendors.

Diamondedge, Yes, I know what you did.  But that object now has "inventory" (something in it) and as such the server has to account for it--thusly slowing the server down some.  And the more items on the ground or in various holding objects the more drastic it becomes.
