You mention that she was a ward of the state. Elaborate more on that time. What did she do? Who were her friends? What happened to them? Why does she want the world to change her? Was her life boring? Is she just dissillusioned with the class system? What stories has she heard of the outside world? How did she learn her skills as a rogue? What does she think of the gods? Why does she think the outside will be better than Port Hampshire?
The fewer "whys" you can ask about your character, the better the bio. A character can still evolve in game. All of my characters are FAR from how I envisioned them at the onset of their life.
