I urge you to step forward within the next 48h to resolve this or you risk a permanent ban.

I know that my opinion was not asked, but just hammer them. If you catch someone stealing, toss them away like the trash they are. There is no excuse for it, no reason for it and shows exceptionally bad breeding. The server rules are clear: No stealing. The culprit commited theft. Hit 'em with the ban stick and let their stupidity be a lesson for others. Actions need to have consequences, rules need to be enforced.

The person(s) in question have been contacted and the appropriate measures taken for a resolution.  
This is a general reminder to read and understand the server rules but also to use a touch of common sense when assessing a situation.  
If it sounds or looks too good to be true it generally is.
If you suspect a problem then early communication with the party(s) involved can save a whole lot of miscommunication grief.
