The time that comes up on the calendar is different from what comes up on the time conversion link.  I think it's because the event ignores Daylight Saving Time.  Should we just go by the time conversion link?

Yep, if you can follow the time conversion link you are fine.

There are details of the minimum and maximum levels on there too as well as where to start and details of the quest.
