I believe the horse question has been answered earlier.  They are available to Paladins of (I think) 17+ level.

One suggestion for you.  Do a search of the forums for answers to your questions and download the handbook and read read read.

In standard written english sentences are followed by one and only one punctuation mark.  The only exception to this is the elipses dots which are three periods to represent a sentence that ends unfinished.
