I don't keep a character development thread for any of my characters. As far as character development is concerned, the only thing I will ever post publicly are things that are public IC. Postings, open letters etc.
I also don't read CD threads.
This is a conscious choice. I don't want people's reactions to my characters to be biased by ooc information, nor do I want to create an opportunity where I might think it is biased by ooc information. If the ooc information isn't available, their reaction isn't biased by it, end of story. No "How do you know that?" tells or anything that ruins my immersion.
Conversely, I don't want my reaction to characters to be biased by ooc information about those characters nor do I want to worry and have to double think my reaction to make sure it isn't biased by ooc information.
This is not to say I don't keep my own notes (which are rather sizable by now,) but rarely are they in narrative form. Sometimes I turn bits into narrative for some use or other, but mostly I use the notes to jog my memory so if I need to write a story about it I can write it from my memory.
If I need to provide a DM information about my characters wrt a cdq or other quest or an ECDQ, I'll write up the pertinent information in conversational form (rather than narrative) and send it to them, or use bits and pieces of my own notes (which are not entirely IC, hence why I don't use them verbatim often.)

I rather agree with this sentiment most of the time. All of my development happens IG (as opposed to wrting CD stuff about events that happen when I'm logged off) and I'd rather spend time on that than thoroughly documenting what happened the day before in narrative form.
I for one, do enjoy writing, and do write things up in various forms when it is appropriate (most often when my character acctually writes something IG, then I'll write it up in an IC manner.)
