Is it possible at all to decrease the lv requirement for rod1 or increase the requirement for the rod2 so they're no longer at the same level?
Will explain more if either or both are possible ;)

In which way? Change the requirement to apply them, or once applied, to decrease the requirement on the weapon?

Pretty sure he means #2, for the simple reason, that if both Rod I and Rod II have the same level requirements on Iron Weapons, one does 2 Damage, the other 1d4, what are you going to take?

they are so close because rod 1 adds 2 damge, and rod 2 adds 2.5 damage on average. Theres not a big difference between them.

Strike a critical hit, and you'll see the difference between them, hehe. ;)

crit doesnt maximize, it multiplies... I dont see your point.
on average thats 1.5 more damage on a crit for a rod II, as opposed to a rod I.

I mean to use on an iron weapon and not the level required to actually put the rod on the weapon ;)

Whether it is the level required to apply the rod or the level required to use a weapon enchanted by the rod (they are both the same for iron) it doesn't matter, the fact still remains, as Talan pointed out, there is little difference between type I and type II. They both give almost the same benefit on average.
Type I gives you a guaranteed 2 extra damage points.
Type II gives an average of 2.5 extra damage points. Yes, sometimes you get 4 which is nice on a crit, but sometimes you also only get 1. So it only makes sense to look at the average damage bonus which is 2.5.
As such, 2 vs. 2.5 is almost the same and the game is going to value them almost the same. Type II is worth more than Type I, but as level requirements work over a range of gold value, both rods fall under the same level. At best it could be tweeked to be one level different if the value was changed so it was really close to a level split.

I'd be nice if Rod Is could be 1d2 damage. That way their level req could be lower, and there would be a more substantial difference between I and II.
Unfortunately, I dont believe 1d2 is an option in the toolset.
