I have two items that have 20m light on them (holy symbol and boots) yet when I equip me hammer with the boots and holy symbol equipt, the hammer is the controlling factor on light (10 m)  ... is this a bug ??  thought I would pass it on (I noticed this in the goblin caves)

If I am not mistaken, the last item you equip that has light effects is the "active" item.

Jjkolb is correct.

Whichever light emitting item you equip last is the light that you will see.

I did equip my holy symbol last to try that, but still at 10m light, the hammer is over riding the 20m light on holy symbol and boots (both have 20m light)

further investigating ... if boots and holy symbol are unequipt, then equip one of them, the 20m white light does return ... just weird if you leave boots (20m white) equipt, and equip hammer (10m blue) the blue over rides the boots, and then (third) you equipt the holy symbol (20m white) the hammer still has priority.

But if I unequip both boots and holy symbol and leave hammer equipt, and the equipt holy symbol or boots then 20m white light returns

maybe not a bug ... just thought I would let you know
