You need to submit a character outline and have it approved. The GM that approves your character will give you all the needed information.
The Character Submission forum (http://nwn.layonara.com/forums/forums/forum-view.asp?fid=47) is where you submit it and you need to read this thread (http://nwn.layonara.com/forums/forums/thread-view.asp?tid=10666) first along with the other sticky threads in the Character Submission forum (http://nwn.layonara.com/forums/forums/forum-view.asp?fid=47).

There are two other sections to this site I'd like to point out... the first is the Player Information (http://nwn.layonara.com/player_info.asp) page and the other is the Game FAQ (http://nwn.layonara.com/faq.asp). Both are invaluable resources for any newcommer to Layonara and these links can be found on the top right corner of any page in this site.

Also once you're in and get a feel for Layo (Or before for that matter if you want) Take a little while to read the player handbook. It's amazing the amount of content that is found in there, and can quickly get you up to speed on a lot of things.

Where can i find this player's handbook? I don't see anything in the files labelled as such. I have looked under "Downloads" and "Game Info"

Go to "Latest Files" and then look in the top left-hand corner, should be the second file down. It's a great read. I've read the whole thing and when I go to re-read it, I always seem to find something new I didn't catch the first time.
