Title: Eschew materials feat

Do you have to take level I before you can get level II?  I was just wondering if it would be possible to not require materials for 4-6 but still have to use them for 1-3 circle spells.

I would imagine it's a stacking ability.

It really wouldn't make much sense that one would be skilled enough to bypass having materials for level 4 - 6 spells, but not be able to bypass materials for 1 - 3.

Level I is required for Level II and Level II is required for Level III. It is a progressive feat and each replaces the last.
The actual feat definitions are something to the effect of:
Level I: Material components can be ignored for spells of level 1-3.
Level II: Material components can be ignored for spells of level 1-6.
Level III: Material compontents can be ignored for spells of level 1-9.
