Title: CNR Quest NPCs?

Does anyone recall these ones? The NPCs that would give a small amount of Xp for a craftable item. Considering we can't recycle crafted metal items anymore I believe it would be nice to have these fellows back, and if they were just limboed for a quest or something, please disregard this.

They were exploitable and were being exploited so they were removed.
