Currently when you get hit with Horrid Wilting, it always gives you the slow effect, even if you make the fort save.
It should only be when you fail the fort save, checked it on the content forums spell change discussion already.

i thought it was if you failed the save you took a whole ton of damage, if you made it, you took less damage and got slowed... i guess i'll double check too

"Horrid Wilting: Damage regulated to be more in line with other 8th level spells, damage die lowered from d8 to d6, maximum damage capped at 20d6. Added slow effect to those passing their save. Slowed effect is 5 rounds. Componet price is increased to be on par with effect."
i think its working as intended.

Well it's kinda overpowering this way. Automatic slow? Uhh....
Well this is what the thread in the content forum mentions as the latest balance change to that spell:
Set damage die from d8 to d6.
Cap max damage to 20 instead of 25 dice.
Add fort save for half damage if not already there.
If fort save fails slowed for 5 rounds.
Double price of component in the toolset.
