The description states fire opal dust, yet when cast you get a message saying that you need ruby dust. If you want it to require a relatively rare component to maintain balance (the rest of 2nd level components can be bought at the merchant), perhaps make it a higher level spell by editing the 2das? After all, I do find spell components for high level spells off of skeletons and the like, and can purchase components for chain lightning, etc.
Why not just make it a 5th level or some such?

Because its not a 5th level spell. Its effects are not on the level of power of a higher level spell.
Making a spell a higher level spell wont make it cast less, it will just limit who is able to cast it. Having a rare/expensive component will make be cast less.
And really, Fire Opal dust isn't very rare or expensive.
The text stating you need Ruby dust is incorrect (I'll repost it in typos.) It used to be ruby dust but was lowered to fire opal dust, because ruby dust really is fairly rare.

All you have to do is fail on crafting a fire opal from the mineral like I always do. You'll get some dust then.

You can also just crush it on the gem crushing table.

And check the mineral baths as well. You'd laugh at all the Fire Agates and Feldpsar I find in those with Matilda.
