I am sure this has been covered somewhere, but I could not find my specific answer. What are the limitations on visiting Voltrex? Do you just need to be Elf? Or is there more?
I just want to come back home :(

Admittance to Voltrex is at the sole discretion of the Elves who live there, most specifically, those who are in positions of the highest authority. Even elves who leave Voltrex cannot return without a pass. In most cases, a pass to Voltrex is a one-time use item only.
A very few individuals have permanent access to Voltrex. Ask around in-game to find out more.

You have to have a pass, one use or permanant.
If you play an elven character from Voltrex, and said character has left Voltrex, chances are you've somewhat burned your bridges.
Pretty much the only reasons elves would leave Voltrex would either:
A) put them on not so great terms with their family/the powers that be. Generally, elves don't leave Voltrex. You can't just say "I want to go explore" and they'll send you on your way with a ticket for when you want to come home. If you've left, you've left, and chances are everyone you knew tried to talk you out of it. So, its not going to be easy to get back.
or
B) Reasons that wouldn't be approved for a lvl 1 character. Like... Spying for some oganization on Voltrex, being sent on a mission by someone with the power to get you back. Most of these things wouldn't be in line with a level 1 character. Additionally, if they were approved they would be granting special priviledges to a character on creation.
To illustrate my point about the granting of special privilidges, here are two examples of a greater magnitude that make what i'm saying more clear.
1) Applying a character that is the son of a king, baron, or nobility of any sort. This character would eventually (when their father etc. dies) have a claim to land, subjects riches, merely on the basis of their bio.
Even more obviously:
2) Applying a character that inherited a holy avenger from their father. I think this one's pretty obvious.
But yeah, Theres the IC reason and the OOC reason why your character probably wont be able to go home anytime soon.

No use to have a holy avenger if you're not a paladin... so hand them over to me if you find one. ;)
