My character Shadoe is a lvl 9 rogue and i wanted to make him into a fighter at lvl 10 but it wasn't in my characters bio. Do I need to do a quest or thread or something to explain how he has ended up going in that direction?

Yes, you need a character development thread explaining why and then post in your bio thread that you want to multiclass. You can then take the level once approved.
