Title: Subrace ability increase/decrease and feat selection

I was wondering how does the ability modification caused by certain subraces (e.g. tiefling, aasimar) affects feat selection. For example, if I have base WIS 12 (at character creation)  and I play an aasimar (effective WIS 14) can I choose a feat that has a requirement of WIS 13 (and assuming all other requirements such as level, AB etc. are met), or do I need to have WIS 13 at character creation (effective WIS 15) to pick that feat?

Selection of anything at level up uses your stats unmodified by the subrace. The skin is actually applied in game like and item so it doesn't factor in when choosing feats.
