Okay,
I never bothered to learn how to do this kinda thing...How does one get a portrait?

Does not compute... *beep* Question is not definite... *beep* Repeat question in ASCII format...
You want other peoples Portraits from the portrait thread? - Download them and put em in the portrait folder of NWN
Or you want a custom portrait for your character? - Then get yourself a good one. If you get it from NWNvault or someplace they are usually the right size. Just drop em in yer portrait folder again and choose the pic when creating your char.
If you find another cool pic you want to use in a diffrent format you would need to make it NWN compatible.
I forget the sizes again, best to download a ready portrait and then replace the image with your image in a grafix program. If you need help with that jes ask, i'm sure we can help convert it.

My bad...I was referring to the portraits in the forums below your name...The preferences ask for a Photo URL...

Ah I see. Forget the Url thing that gets filed automatically once you upload a pic. On the righthand side of your preferences you can upload a pic. I think it should not be larger than 100x100px.
