When a quest says "level limit of 15", is that upper or lower?

That usually means that lowest you can be. If there is an upper end limit it will usually state, "below level X" or something like that.

Err. I think that means that you cannot be any higher then level 15.

Upper limit. If you're lvl16, you can't participate. If a GM means only levels above a certain level can joinit will say somethling like 'lvl 12+ only" or 'minimum lvl 10".

i guess its there so for example if you had a major quest in seilwood caves and you went as a lvl 21 wizard you could look at the kobolds and fry them, not much fun there unless you like killing those evil nasty and foolish kobold shamons :P
