I went to try and buy a horse last night (around 12am-1am BST) and found I couldn't.
When I clicked on the option to buy a horse I was offered the chance to Persuade or to say it was too expensive

Obviously I took the persuade option as I was hoping to save a few gold and it seemed the only way to progress towards owning a horse and when I was sucessful it didn't offer me the chance to buy the horse, insteed it just had the option that it was too expensive.

Ireth thinks the horse trader was having a bad day so will wait and return when he is less confused and happier to take her moeny :)

The simple question here is...did you have that much gold on you at the time? The merchant script/conversation checks to see if you have enough gold before giving you the option to actually buy. If you didn't have the 17,500 GPs to pay for the horse, then you won't get the option to buy.
