I've read that stealth mode doesn't work while you're in the line of sight of an enemy. But I've found that you can't go into stealth if you're being targeted, even if they can't see you. I've gone behind closed doors and tried to hide, but the monsters homed directly on me anyway, once they got through the doors. I've heard it has something to do with being targeted and not being able to hide, go invis, use sanctuary, or anything else like that.
So, if you're being actived pursued by a monster intent on spilling your blood, can you still hide if you have Hide in Plain Sight?

Yup, you can be attacked, standing in front of the guy all of those things you stated above you couldn't do, using HIPS you can. Just marvelous eh? Heh

well.. in theory yes.
In practice? Not always. Though its supposed to work as such, like the invis and Sanc bugs you mentioned, where if a creature is locked on you, sometimes when you cast, they keep fireing at you? I've seen this happen with HIPS many a time as well. -Have taken many arrows in the back, because the archers remain targeted despite HIPS and high H and MS checks.

This bug crops up when no check is made to see if it can still perceive you, so it just misses the fact that you dissapeared and continues to chase/attack you.

In those cases though you only have to redo the hiding....unhide hide again and it should fix...

Though in the heat of combat with arrows flying into you, things running you down while your movement speed is decreased.. easier said than done. ;)

Bear in mind, that if you fail your Hide check on a HiPS (that is, they could roll a natural 20 on their Spot, or some such), it doesn't matter if you have HiPS - they'll still be able to see you. It's not invisibility.
