I have heard, and now experienced for myself, that the quest item in the Gray Peaks is not dropping. This could be a case of trying to loot too quickly, though I do not believe that to be the case. I have seen other quest drops show up as "remains" even after gold had been looted, so this case makes me a bit suspicious.
If someone feels generous, feel free to slip this quest item into PC Bumblebee's bags. After three somewhat harrowing trips into those hills he's had about enough. :-)

As people were mentioning in IRC, one should allow 20-30 seconds before looting boss creatures for quest drops. Most people forget this and just loot immediately. This can actually cause the quest item to not drop, thereby wasting the effort of going to complete the quest. There's also a possibility that the item does not drop properly due to lag.
I'm not saying either one of these things did or did not happen. I do know that there haven't been any changes/updates to that particular area in a while. I also know that the boss creature for that quest has a fairly long respawn timer, so you can in theory return twice within a certain period of time, encounter the creature spawns but not the boss creature.
However, I will verify that the item is being dropped by the boss creature in that area.
On getting the item dropped into your pack...sorry, this will not happen.

On further review, the quest item does drop, and the boss has a very long respawn timer.
However, on respawn, the boss will likely not have the quest item. In days past, this wouldn't have ever really been an issue, as West was once unstable enough that module resets happened at least twice per RL day.
Anyway, this will be fixed in the next update, though the respawn timer will remain long.

That's up to you...but you won't find a magially appearing quest item in them. :)
