Title: What of the rest of Dregar?

With the capitol fallen, should the rest of Dregar be considered in enemy hands as well?  What of Saudria, Hurm, or places like the temple of Folian?  Can those still be accessed as normal?

It is certainly not well off but time will tell what happens. Time, player actions, and how the world moves foward in time.
