I keep on seeing something about character development journals but i search and cant find anything about them. could someone explain what they are.

Well, simply said it is something like a journal or diary of your character where your character can write down his thoughts, his adventures, what he has seen and how he develops in general.
Just read a few out of them and get an idea how to write one. Some are very well written :)
