Okay... So, I play a Wizard, but I can't seem to quickslot Counterspell mode.
First-off, I have no idea how Counterspell mode actually works; I've never played a spellcaster in single-player.
Second, is this disabled on Layo, or... What are the changes?

There's never a Weston Pendrot around when you need one.
I can't help, since I don't know much about casters, but Weston gives a pretty cool in-character lesson on counter-spelling. He might be kinda hard to find, though.

You can't quickslot it. I've tried.
To counterspell, you have to pick a target and activate counterspelling on that target. Clearly, the target needs to be a caster.
There aren't any changes as far as I know.

Target can be any creature, it would just be much less useful to target a fighter.
